Mobile Navigation: Hamburger Menu or Visible Tabs?

Our mobile site currently uses a hamburger menu to hide six main navigation links, but analytics show many users never open it. I’m considering replacing it with a horizontally scrollable tab bar so the options are always visible. My worry is that tabs might feel cluttered on smaller screens or push important content further down. The six sections are Home, Products, Reviews, Pricing, Blog, and Contact. Which arrangement would make the site easier to navigate for someone visiting on a phone for the first time? Should the most important items appear first, or does order matter less than consistency? I’d also like to know whether a visible tab bar hurts load performance or causes layout shifts. If you’ve tested both approaches, what did users prefer and what did the data show? Any practical tips for implementing this cleanly would be great.
